According to TSA regulations, it's not allowed during flights to United States to bring on carry-on baggage any powder-like substances in containers of 12 ounces (350 ml) or larger.
Baby formula, prescription drugs and cremated human remains can exceed those limitations as long as they are contained on sealed packages. Any item bought in duty free with these characteristics may be carried in safety bags which cannot be manipulated.
Only baby formula can be brought in open containers like baby bottles and milk containers if they are not larger than 12 oz (350 ml).
